CBR600 F3 needs almost no choke

my little brother just got his old CBR600 F3 back on the road after it sat for a few years.

We cleaned up the carbs and set the mixture screws to the stock setting, but he's noticing something weird.
Yeah, the bike barely needs any choke, and if he even touches the choke when it's slightly warm, it just stumbles and dies.

He's worried it's running too rich, even with the stock settings. Is this normal for these bikes, or is something else going on?
What are the common signs of a CBR600 F3 running too rich besides the choke issue?
 
F3s are pretty sensitive after sitting. If it barely needs choke and dies with it, that probably does point to it being a little rich. How is your float height?, make sure the air filter isn't restricting flow
